Catch A Rabbit

  The LAPD, The FBI, and the CIA are all trying to prove that they are the best at apprehending criminals.
  
  The President decides to give them a test.
  He releases a rabbit into a forest and each of them has to catch it.
  
  The CIA goes in.
  
  They place animal informants throughout the forest. They question all plant and mineral witnesses. After three months of extensive investigations they conclude that rabbits do not exist.
  
  The FBI goes in.
  
  After two weeks with no leads they burn the forest, killing everything in it, including the rabbit, and they make no apologies. The rabbit had it coming.
  
  The LAPD goes in.
  
  They come out two hours later with a badly beaten bear.
  The bear is yelling: "Okay! Okay! I'm a rabbit! I'm a rabbit!"

   means they were unable to find the rabbit, end up finding a scapegoat, some times torture to untrue confession.

  I am guessing this thread is meant to mock LAPD for toturing innocent people and make innocent people break down and confess they did the things they didn't do?

  Is it mean CIA will ask all their informants and if there is no news they will conclude that the criminals do not exist.

  The FBI will just catch all the suspects including the criminals

  LAPD will beat the suspect up until he admits he is the criminal that they are looking for

  oh i think i know.

  CIA use 3months to search and then conclude thats there's no rabbit. in the process nobody is harm. it could mean that a throughout investigation takes a long time.

  FBI after 2 weeks give up, torch and burn the forest, killing alot of innocent people

  LAPD take only 2 hours, but took the bear as the scape goat, with toture to force confession out of the bear.

  i think this "joke" is telling us something about something

  Since the rabbit is released into the forest, maybe some animal ate the rabbit? So no one can find it o.o.
