And yes, such cold temps are pretty "normal" for winters up here. That doesn't make the cold any more bearable, though.

During a protracted snowfall event, the DoT uses it limited resources to keep the major roads clear, and probably can't allocate snow removal equipment to clear the side streets.
The side streets would subsequently be cleared after the snow has stopped falling.
