From your description, it sounds like your neighbour's a few cans short of a six-pack up there. Since his mental condition does not make him too amenable to reason, you did the right thing to complain to your landlord. i've been loosing sleep ... so I knocked on the walls .... then he turned on me ! telling me over the wall to go back to China ! ....
so I went over to him in the day ... and we had a confrontation ....

and three .....
this is going to the landlord ....
