Parking for private students

  is it really illegal to learn parking outside and not within the circuit ?

  i mean like, outside, other quieter carparks ?

  my instructor actually told me that its illegal, and unless im willing to pay him $400 bucks to pay for the fine, then its okay for him to teach me parking outside .

  IS HE TRYING TO SCAM ME?!?!
