whether he is starting to turn or not, he should check whether there is oncoming traffic. he can say you speeding till the cows come home but he should check for oncoming traffic before turning.
when it comes to turning, the main road has the right of way
unless there is green arrow light or u beat the red light. which is unlikely.

I've another case for kopiosatu - please comment :
I was waiting at the U turn to the right with a yellow box (no traffic light but just sign board), before I made a right turn I observed till the all the incoming cars have stop and cleared the yellow box at the Paya Lebar Crescent then I made a right turn slowly at the yellow box, and my eyes obviously while turning toward to right are looking at the cars that stop right after the yellow box so that I will not bump to any one of them. While I was turning slowly, out of suddent there was a motor bite rushed out in between from those cars that have stop before the yellow box, they were giving way while I made my turn at the yellow box. Luckily no major injury but my front bumper touched the motor bite while he was speeding through the yellow box and the bite scretched my car front bumper and then he hid the front car back bumper that stop just after the yellow box because there was a traffic light 100m after the yellow box.
Did I offended the traffic rules - am I at wrong in this case, can I defence my case ? Or What can I do - I have taken down the motor bite and owner particular.
bike is on main road, you are not.
whether he is speeding or not, doesn't really matter that much since you are the one making the U-turn, the bike has the right to move forward on his side of the road.
you will win this if it was a traffic light and you had the right of way to turn (right turn arrow) but since it is just a sign, you have to watch out for anything.
if he hit you when you were not moving then you might have a case and you need eyewitnesses at least to prove that you were a stationary vehicle and the guy bumped into you instead of you hitting him while turning.
but that's what i think, maybe someone else has a different view
