must be enclosed w/in a membrane which render its environment diff fr the outside
hv either DNA or RNA as the genetic code
able to carry out process of metabolism
bacteria has all the above mentioned traits and so YES it is a living form

Here's my personal view:
1) Bacterias are living forms.
2) Plants are living forms too.
3) Bacterias, like plants, are not sentient beings and do not reborn in the 6 samsaric realms.
4) But there are also microscopic animals that are considered sentient beings. -

I'm not a bio scientist and I cannot give you clear definition. But that is my general idea and also what my master have said, about bacterias.
Well, Sentient beings are those who have a Mind, and perhaps some of the 5 senses that we have.
I think, tiny microscopic animals probably also have nervous system, a body resembling an animal etc. They also have features that resemble an animal - head, legs, etc. -

But yes, the bacterias/viruses does not have consciousness/mind and cannot be considered a sentient being. As for a soul, "soul" is caused by the 7th consciousness of a sentient being. It is the cause of illusions. The karma will be very light if not none.
Because you did not have the intent of killing it nor can you see it etc.
There was once a group of monks never bathed for like a month. Buddha asked them why, they say it will flood the place and then alot of insects will be killed. Buddha told them - try to sweep them away, but if cannot, you still have to bathe due to hygiene purpose, and keep a pure mind (without intending to kill them). Or something like that. -

Wonderin again since came back from trip!
If a bed bug died and 'lt' next birth shall proceed with its own karma or 'Bug's last thought' becoming its next birth..
Or straight to 'Chinese taoist's belief in netherworld realmS' as a Bed Bug Spirit with its karma for interview in individual courts?!?
Or A Bed bug is excuse for such complicated procedure!

The bed bug will likely be reborned again as a bed bug until its karma of being a bed bug is finished. That could be thousands or more times of rebirth in the same realm...
One thing to note however is that the bed bug (and other small insects) does not have a sophisticated mind that is capable to complicated thinking like we do. -
