I think HYIP programs deal with E-gold only.
Which means you have to buy gold via a processor and deposit into a e-gold account. Then you'll invest your e-gold in some HYIP programs and yield an interest of more than 1.7%.
But the thing about e-gold is that the price of gold fluctuates all the time. That means when you choose to withdraw, you have to exchange your e-gold back to cash before withdrawing. And usually there's a lot of processing charges between buying and selling of e-gold. Ard 3%. So normally you have to withdraw alot to cover the processing charges.
But since you asked about autosurf programs in the first place, why don't you conc on paying autosurf programs?
