  Maybe election ploy.
  
  Before election:
  
  Create a problem (little to no staff manning booths at checkpoint). People complain complain.
  
  During election:
  
  Solve a problem (add more staff to man all booths at checkpoint). People happy happy.
  
  See? People at the top do listen to the common folk.
