Its more fair to play downhill, so you cannot say weak cars are at a disadvantage.
Why you think takumi always only race downhill? -

swing backside = as it saes, the car backside veri free, like to swing from one position to another good or bad, depends on driver 
tail happy = usually implies the car has poor traction in the rear wheels, hence cornering will always see the car skidding out of your designated lining.. -

It was balanced in v2, but guess they tweaked it not to be so anymore in v3. I never use rx-8 before, but usually see the best scores using rx-8.
