CPF Medisave increases from $40,500 to $43,500

Anyone know why CPF increases the Medisave amount recently ?
June last year they told me my Medisave is enough. Now they ask me to pay another $3,449.95 or pay $1,711 per month for 12 months. ( I take it as a threat).
Previously CPF increased my monthly CPF Medisave GIRO from about $300 to $500 without my approval. I only signed up for $300(est.) but they changed the figure to $500(est.) after like 5 years. When I called up to complain they said they have notified me by letter. Can they change my Medisave GIRO figure without my signature. Isn't what they did illegal ?
Do you guys think they can now deduct $1,711 monthly from my saving account with my approval again ? Isn't what they did illegal ?

Last June 2014 they told me my CPF Medisave has met the minimum requirement. Now they said from July 2014 the amount increased from $40,500 to $43,500. Is it true ? Why is it being increased ? I have enhanced Income Shield etc already...
